The Canary in the Coal Mine – USS Boise is a Clear Warning Sign

Fleet Logic Issue 36 – April 14th 2026

Just this past Friday, April 10th, 2026, the United States Navy announced that the Los Angeles-class Nuclear-Powered Attack Submarine USS Boise SSN 764 was not to be given a refit, but instead the Navy was choosing to “inactivate” the boat. At first glance, this may seem like a routine announcement of the end of a vessel’s service life, but this is something much more significant. The Navy’s decision to inactivate USS Boise is not merely the end of one submarine’s service life. It is the clearest modern demonstration of a deeper failure: the U.S. Navy cannot reliably move major combatants through depot maintenance in a timely, predictable cycle—and that inability is now sufficient to remove real combat power from the force. The Boise is, simply put, the proverbial canary in the coal mine.

The Coal Mine

The coal mine we are discussing here is not an actual mine, it’s a metaphorical one. It’s not one consisting of strategy or tactics, either. It’s not a matter of doctrine or deployment schedules. 

The mine is the maintenance enterprise itself: yards, dry docks, nuclear-qualified trades, planning, quality assurance, and the throughput needed to take ships and submarines in on schedule and return them to the fleet on schedule. When that system loses margin, the fleet starts to suffer “readiness attrition”—ships and submarines are not destroyed in combat, but they become unavailable long enough that they may as well be gone.

Boise’s story in the mine is not the result of a freak mishap. It is what a “routine” major availability becomes when a saturated system cannot absorb the work, and every year of delay makes the eventual repair more expensive and more complex. 

The Canary

It’s worth getting to know our particular bird a little better before we go on. 

As noted above, USS Boise is part of the Los Angeles-Class (SSN-688 class), which was the mainstay of the fleet in the later years of the Cold War. The class boat, USS Los Angeles, was commissioned in 1976. The class enjoyed a long production run, with 62 units produced and the last one entering service in 1996. 

Boise herself was placed in commission in 1992. She is 360 feet in length, and has a beam of 33 feet. Coming in at 6,900 tons submerged, she is powered by a nuclear reactor and is designed to be capable of over 25 kts, with the actual speed being classified. Her weapons load includes Vertical Launch Tubes for Tomahawk missiles, and four tubes for firing Mk 48 heavyweight torpedoes. Her crew complement is listed at 16 officers and 127 enlisted. While she is older than the new Virginia-class boats, her specifications make it clear that this boat and her sisters remain deadly combatants. In fact, one of her sisters, the USS Charlotte SSN-766, became the first U.S. submarine since World War II to sink an enemy combatant by torpedo on March 4th, 2026. The question becomes, if boats of her class remain viable in the fleet, then why is Boise being retired now? 

The Boise Timeline

The path that led to Boise being retired began innocently enough. The boat was scheduled for a regular overhaul at Norfolk Naval Shipyard in Fiscal Year 2016. However, when it came time to enter the shipyard, Norfolk Naval Shipyard was working on other priorities, like converting other older submarines into new Moored Training Ships for use at the Nuclear Power Training  Unit in Charleston, SC. Norfolk was, and still is, also heavily involved in aircraft carrier maintenance. Simply put, there was no room at the Inn. And so Boise sat pierside. In 2017, while still waiting to get into the yard, Boise lost her dive certification. This is a very serious thing, as a submarine that cannot dive is in essence not really much of a submarine at all. In 2018 it was decided to do the refit at HII Newport News Shipbuilding, so the boat was moved across Hampton Roads. This move did not improve the situation. The two boats ahead of Boise in the queue at Newport News both saw their refits run long. As a result, there was no dock available for her, and even if there had been, there were no skilled workers available to perform the work. Over the years that followed, the submarine was moved back to Norfolk then back again to Newport News a second time in 2020 in an attempt to position it for repair work that neither the public-yard system nor the available private industry could accommodate. Finally, space opened and at last, in 2024, the Navy awarded HII a major overhaul contract worth $1.2 billion. It looked as if the Boise might finally get the refit she was due for in 2016. As we know, though, that did not come to fruition. By April of 2026, reports indicate that the Navy had invested roughly $1.6 billion on Boise and her non-refit, based on Pentagon contract announcements. Additional details have been reported that show just how little had actually been done at the point where the Navy threw in the towel… the overhaul was roughly 22 percent complete, and there were estimates showing the cost rising towards $3 billion total to finish. Remember, this overhaul was scheduled to begin 10 years before the decision was made to inactivate the boat. The Navy’s Stated Reasoning

The Navy has, in their public statement, been clear about why it made the decision when it did. The inactivation has been framed as “tough but necessary”,  and tied it to the need to reallocate a scarce, skilled workforce. Specifically, the Navy wants the workforce working to deliver Virginia– and Columbia-class submarines and working to increase the readiness of the current fleet. That is a straightforward admission that the limiting factor is not desire or intent—it is capacity, and specifically the availability of skilled labor and yard throughput.(See U.S. Navy: Navy announces inactivation of USS Boise (SSN-764)) U.S. Navy

In other words, this decision had come down to whether or not Boise was the best use of the resources required to finish it. The moment the Navy is forced into that framing, it’s no longer truly running a maintenance enterprise. What it has been reduced to is scarcity management, which is not at all the same thing.   

What’s Going Wrong in the Mine

A properly functioning maintenance enterprise has the margin to absorb surprises without creating chaos. It can take a vessel in for work a little late, work a little longer than planned, and still keep the overall cycle intact. A system without margin can’t, and that’s where we are living.  In the present system, every delay pushes another ship’s start date further into the future, which in turn increases the likelihood that the next ship’s availability begins with degraded condition, unexpected growth work, and late material. 

This dynamic has been lurking out there quietly for years, and the government has documentation to prove it. 

The Congressional Budget Office found that nuclear-powered ships almost always experienced delays entering shipyards and that as a rule, their maintenance took longer and required more labor than expected. It also found that after overhauls, Virginia-class submarines returned almost nine months later than expected on average, and Los Angeles-class submarines returned about four and a half months later than expected on average. CBO also found that required submarine maintenance is projected to exceed public shipyard capacity in 25 of the next 30 years, a number that drives home the reality we are experiencing. Competing priorities aggravate the situation. In Boise’s case the public shipyard meant to take her in for work all the way back in 2016 had aircraft carriers and trainer conversions in line ahead of her and these were clearly being treated as a higher priority than an attack submarine. Reasonable arguments can be made why those items were given a higher priority, and such triage can be seen as rational, right up until it becomes chronic. At that point, the reality becomes that the Navy’s attack boat force is being maintained in the leftover capacity of a system that no longer has leftover capacity. This is where Boise becomes more than a headline, and becomes a clear warning about how the Navy is sustaining the fleet it already owns. 

In short, this is where she becomes the canary. 

Not Just Submarines

This situation is not limited to just the submarine fleet. Surface ships are impacted as well. Take aircraft carriers, for example, which we already know are higher priority for work than the attack boats. Despite this, they too suffer from similar symptoms. 

USS Dwight D. Eisenhower CVN-69 is a clear example. Dwight D. Eisenhower once went into the yard for work that was planned to take 14 months that ran about 24 months. This remarkable extension was found by the Government Accounting Office (GAO) to be due to growth and new work added onto the job, plus shipyard performance issues, and highlighting the resulting ripple effects across the carrier maintenance and deployment schedule. The point is not that carriers and submarines are identical. The point is that when the shipyard system is saturated, “plan” becomes aspirational for multiple classes of major combatants, and the fleet starts to pay operationally for industrial limitations. Remember the mentions of carriers taking priority over the attack submarines? In CVN-69’s case, that was ten months of resources diverted. It was a delay to the next carrier, Harry S. Truman CVN-75’s entrance into the yard as scheduled in fiscal year 2015, pushing her off into fiscal year 2016…  when Boise was to enter the same shipyard for her refit. 

Why Boise is a Canary

Canaries in coal mines were real things, and not metaphors at all. They were a practical early-warning system. Miners carried canaries underground because the birds are more sensitive to poisonous gases like carbon monoxide, which is colorless and odorless, than humans are. Whenever one of the birds showed signs of distress or collapsed, it provided the miners warning that they had a small, but very critical window to evacuate before the air became lethal to humans. Over time, the practice of using live birds was phased out in favor of electronic gas detectors, but the phrase stuck as shorthand for the first, most visible sign that a system has become unsafe long before the full failure reaches everyone. 

Boise is that kind of warning. It’s the kind of warning that can’t be explained away by other circumstances, or ignored when the yard period finally ends and the vessel rejoins the fleet. 

There are ships the Navy has effectively lost to catastrophic events in shipyards. USS Miami is a good example. While undergoing refit, Miami was badly damaged by a shipyard fire caused by arson, leading to a decommissioning decision that cannot be understood as a normal maintenance failure. Boise is different. Her tale is the story of what happens when a routine major availability does not occur on time, then continues not to occur on time, until the platform’s certifications and material condition degrade, the work package expands, the schedule stretches further, and the fleet eventually faces a question it should never have to ask: whether the hull’s remaining value is worth the years of labor required to get it back. 

Boise did not rejoin the fleet like Dwight D. Eisenhower. Boise did not get damaged in flames like Miami. Boise was ultimately neglected until there was no choice to part with it due to the state of the shipyard enterprise, and there is no feasible way to blame it on anything else. Certainly there are contributing factors, but at the end of the day, and of her service life, they all point to the same underlying reality: 

The maintenance enterprise didn’t have the margin and throughput to get a perfectly serviceable submarine with years left in her expected lifespan refit before it became indefensible from a cost/benefit position. 

The fact that this has happened should be a wake up call to every military officer, every politician, and every taxpayer that we have a problem as sure as the miners who saw their canaries pass out had a problem. Like those miners, we have a small, but highly critical window in which to get ourselves out of the situation. 

The question is, will we? 

What the Canary Is Telling the Mine Operator

I could spend time here today looking to assign blame, but that strikes me as unproductive. After all, miners do not take the time to worry about who is to blame for the presence of gas in the mine when the bird falls over—they are busy extracting themselves from the situation. 

It is far more productive to look at what the canary is telling us now.

The Navy’s statement about reallocating Boise’s workforce and funds to Virginia, Columbia, and current readiness is rational in isolation. If scarce labor is the limiting factor, and if continuing the Boise overhaul would consume years of that labor for limited remaining value, then the decision to stop is defensible.(See U.S. Navy: Navy announces inactivation of USS Boise (SSN-764)) U.S. Navy

What is not defensible is the condition that makes the choice necessary in the first place.

A fleet that cannot sustain itself in cycle will always find itself making “tough but necessary” decisions. It will retire hulls earlier than planned. It will accept readiness gaps it did not intend. It will overwork the ships that remain available, increasing wear and deepening the next maintenance burden. It will talk about fleet size and presence while the real constraint is dry docks and skilled labor.

That is what the canary is telling the mine operator.

It’s time the operators of the mine, the government of the United States, took action to correct the problem. Action doesn’t have to mean a perfect blueprint in this issue. It means restoring maintenance margin—dry dock capacity, nuclear-qualified workforce depth, and realistic scheduling discipline—and then aligning fleet plans to what the sustainment base can actually support.
